Jesse Helms, chairman of the Senate Foreign Relations Committee, endorsed a legislative proposal promoted by a leading Cuban-American group to provide increased food and medicine to needy Cubans. The proposal, announced in Miami on Thursday by the Cuban-American National Foundation, could channel up $100 million worth of humanitarian goods to Cuba if the Caribbean nation provides assurances that the aid will not be diverted to government stores or Communist Party officials. Some of the aid could be provided under U.S. government assistance programs. "This is a worthy proposal based on sound principles," Helms, who co-authored legislation approved in 1996 to deter foreign investment in Cuba, said Friday. The North Carolina Republican said the assistance would be earmarked for Cubans who cannot afford to buy food and medicine "because of the brutal, Marxist-Leninist economic policies of the Castro regime." The aid would not be available for "foreign tourists and cronies of the regime," he said. Under the plan, the aid could be distributed only by non-government agencies such as the American Red Cross and the Catholic Church in Cuba. Helms said the proposal would not affect the U.S. economic embargo against the island. The State Department said earlier this week that the proposal deserves consideration. The initiative is partly aimed at undercutting embargo opponents who want to end restrictions on the sale of food and medicine to Cuba. These critics hope that Pope John Paul II's trip to Cuba last week will provide momentum for their cause. During his visit, the pope said the embargo contributes to hardship on the island.
