Bill,
Bush got pushed around on Iraq. He said no nation building, but that's exactly what he did with Iraq and Afghanistan. The military industrial complex was too tough for him to fight.
When did Bush say "no nation-building"? That was indeed the goal, to spread democracy across the Middle East.

By the way, Obama also believed in that. Bush tried to achieve it the neocon way, while Obama tried to achieve it by bowing to the Saudis and flying pallets of cash to Iran.

Trump was the first president to even hint at withdrawal, and even then he didn't really pursue that policy with much conviction.
