Mel,
California is still a sanctuary state and throwing money at illegal aliens hoping more arrive.
How else are we going to keep the population growing?

With more people moving out than moving in, we Californians need to make up for the difference by any means necessary.

Otherwise we might lose some seats in the House, which means fewer electoral votes and fewer guaranteed "blue votes" for the Democrats.
