I think this is done in cases where the price of a single foreign share is either too high or too low for the "regular" American investor's taste. I own BTI: One ADR traded on the AMEX stands for actually 2 shares traded in London, the home market of the company. There are numerous examples; there isn't anything to it besides the attempt for some "intuitive calculation convenience", if I may say so. No biggie.
