This is pretty close to what Cruz was saying on Maria's show this morning with one difference. He was saying they start with each state in alphabetical order. If there is one rep and one senator that disagree with the electors then they break out at their respective house and senate locations and discuss for two hours and presumably vote on which slate to accept. Then they reconvene and if one rep and one state disagrees on that slate, they break out again and debate and vote. Etc.
