The shooter looks to be dressed in a suit. Could have been secret service or, more likely, sargeant at arms officer.

Yes, there were cops right behind her. The shooter took time choosing and aiming. Was he making sure not to hit a policeman? The shot, apparently, was taken through the glass of a closed door. It looks like it was totally unnecessary.
