Cobalt metal cost content in a Li-Ion battery is marginal in the big picture of cost of production of a battery cell.
Lithium that also any one gets crazy about its cost is minimal at present prices from the overal cost of production.

The issue of those metals will arise when the inventory on the known earth deposits will be used up.
Presently at present prices it is cost effective to recover all those metals from batteries that reached EOL (end of life)
