The way the table should be read is:

On 1/26/98, list for PII-300 was $530, Spot was $592. The price dropped by 4.1% in the past week, 18.2% in the past 2 weeks, and 17% during the past Month. i.e. - the spot price as reported by AICE was $62 higher than list on that particular day for some specific, but unspecified location and for some unspecified volume of chips.

I would take this chart as a rough indicator of where prices are approximately. I would not take it as an ironclad contract or guarantee to deliver any product at any specific price on any specific date.
