Iso, it is fact. DC Guard does report to the President. Title 32 is state control so what is said is plausible. I posted a Joint Document the other day from Chairman JCS and the CoS of the other Services. However, it is customary when those type of memo's is for the Senior Civilian to sign as well. Well the SECDEF and none of the Service Secretaries signed it. That was something that seemed to go unnoticed. G-n-G
