I don't follow the TC2000 analysis.
I see you mentioned <the 5/13/40 day ema> Is this a daily moving average?
If so, it could very well be the daily moving average is positive but the bullish percent is still negative. It also could be that with the daily moving averages being positive the bullish percents may follow suit. I don't know since I don't follow your TA specifications.
All I can tell you is the bullish percent is down.
