Not if you read the constitution and understand the reason the language is written the way it is -- and plainly so. The article you link makes that pretty clear, even without the language Article 1 section 3 clause 6 quoted.

If he can't or won't uphold the duties of his office, he can reign, recuse himself for bias, or if he insists on staying, can be impeached for dereliction of duty.
