U.S. Secretary of State Madeleine Albright has obtained the approval
of Palestinian Authority leader Yasser Arafat for the possible use of
military force against Iraq. Albright went to Kuwait where she also
obtained permission to operate U.S. planes from the Persian Gulf
emirate.

Meanwhile, U.N. Secretary General Kofi Annan recommends increasing
the amount of oil Iraq may sell for humanitarian needs.

An Israeli army spokesman says the air force has attacked enemy
targets in southern Lebanon. In an official statement, the army says
''Air Force fighter planes have attacked terrorist targets.....''
However the spokesman would not identify the targets or the
organizations to which they belonged.
