I am in Canada now. So it is legal for me. For an American, Canada maybe the best choice. But if I were to open an offshore account, why not Monaco...IB has branches everywhere ;)

One of these days the governments will catch on that the world has changed.

Google says CFD is not permitted in the US. SEC has banned it, probably an old rule due to the bucket shops of lore - which is what CFD really is.
