I agree with most of what you say but there's one caveat. We're in a recession. Spending helps end recessions but we don't have any money so we can't have responsible spending ever again, not even during recessions. This is not temporary and it wasn't caused by the pandemic. We had trillion-dollar deficits before the pandemic and projections of trillion-dollar deficits for the next ten years.

As I said, I don't see a solution. Reducing government spending now would put us into an even deeper recession. FDR tried it and extended the Great Depression.

We should have increased taxes when the economy was growing but of course, we never do that any more.
