Yes, exactly. The Founding Fathers, as I understand it, gave the individual States a fair amount of "Autonomy". In fact they probably didn't have much say in the matter. HOWEVER, they did get the independent States at that time to agree to the final construction of the Federal Constitution. And where the Voting Rules were concerned they wanted the final decisions in that regard to rest with the Representatives of the People, i.e. the Legislature, and NOT the Governors, etc., because they foresaw happening EXACTLY what we have just seen happen in the 6 Swing States.
