Awardees are not the number of employees.....they are PhD students who have applied for research fellowships paid by IBM.
Hundreds of fellowships and assistantships are awarded to science and engineering students each year. They pay for a full ride to the university issuing them. Unfortunately American students seem to lose their enthusiasm when they get a Masters and don't go for the PhD...hence the heavy proportion of Asian students (esp Chinese and Indian)) earning a PhD here...

Silicon Valley startups, I've recently heard, are 50% foreigners....
