Let's be real specific here.

There is NOTHING to prevent adding L2 cache to the PentiumII or Deschutes AFTER THE FACT - IF the chip is provided in an appropriate package to a board maker.

IF Intel keeps the Pentium II/Deschutes soldered internally to a PC card as a Slot 1 cartridge, then NO L2 cache can be added to a system.

The limiting factor here is the Slot 1/SEC cartridge - NOT the PentiumII/Deschutes.
