Seems to me that the only difference between absentee ballots and mail-in ballots is the address to which the ballot package is sent. Mail-in ballots go to the recipient's home address while the absentee ballot envelope goes to the address the absentee requested it to be sent; not to the absentee's home address. There's no reason I can think of that the ballots are in any way different or differently treated.

You have no idea what you are talking about.
In Florida when they send notifications on upcoming elections, they mentioned that you may request mail-in ballot, by mail or online.
No unsolicited ballots sent.

You are the one making non-existent distinctions. Which states mailed out ballots without requests? Now some, Texas wasn't one of them, mailed out ballot request forms. But that isn't what you are claiming. As to the ballot harvesting you claim, do you have any proof of that? The only case of ballot harvesting I know of was in North Carolina in 2016. And those were for Trump.
