Seems to me that the only difference between absentee ballots and mail-in ballots is the address to which the ballot package is sent. Mail-in ballots go to the recipient's home address while the absentee ballot envelope goes to the address the absentee requested it to be sent; not to the absentee's home address. There's no reason I can think of that the ballots are in any way different or differently treated.

Mail in ballots are mailed WITHOUT REQUEST You have no idea what you are talking about. In Florida when they send notifications on upcoming elections, they mentioned that you may request mail-in ballot, by mail or online. No unsolicited ballots sent.

Absentee ballots are requested of the state in advance of the election and may be accepted or rejected.
