I don't know if I have the specific knowledge. I will try. The government is there and has to spend money. I think the power related expenditures are police, military Judiciary are the biggies. A friend who is a cop explained that his job is to maintain order, not justice. As the song says, "if her daddy is rich take her over the hill, if her daddy is poor just do what you will" .... or, " money talks BS walks". If you are poor you need money. If you have lots of money the next thing you want is power and not to pay taxes. Or, more to the point let the poor pay the taxes. In the bible, Jesus sent a deciple out to get a coin from a fish. A conversation followed: ~ Who's picture is on the coin and name, answer, Ceasers. And who does Ceaser take tribute(tax) from his children or the children of others? The trick is and always has been to get others to pull the wagon while you ride.
