California and other states do use an electric grid just like Texas does - except for the fact California's grid and other states are interconnected, unlike the one in Texas, and there are no major outages, unlike Texas.

Other than these important self-inflicted disabilities in Texas, the electric grid in Texas is fundamentally similar to other electric grids around the world.

Texas could easily stop self-harming, but this would require political change within the state.
