Right-wing ideologues have never had much of a clue how to operate a reliable utility or a successful business.

As with Texas, California's Republican Governor Pete Wilson was completely sold on Enron's Texas-concept of "Free-Markity" electricity which no longer relied on owning power plants or having long-term contracts with power plants and distribution networks. "The free-market will provide" went the childishly naive pitch.

Fortunately the Los Angeles DWP opted out of this mass delusion which quickly leads to very predictable failures.

Texas has taken this free-markity nonsense one step further by virtually eliminating spinning reserve, which is indeed "a costly waste" while also being completely essential to a stable electric network.

It's time to grow up, embrace the real world and leave behind childish fables about free-markity told by ideologues and Enron fraudsters.

Chevron couldn't operate a successful business if managers spent their lives drunk on free-markity. Success requires prodigious amounts of planning rather than doses of magical-thinking.
