I have no idea how he would accomplish these things. In the movie 'Starship Troopers', written by Robert Heinlein, who was sort of a fascist, you had to serve in the military to earn citizenship and the right to vote. I might favor a citizenship test, just to show your beliefs were rooted in reality before you could vote. i-node would fail my test!

He seems pretty ok with extralegal means. Did you see where he approves of gerrymandering? He has come out in favor of voter suppression efforts. Except for the ones he perceives as aimed at Republicans, that is.
