This is not the issue. At all. The theft was never contingent on a voter registration list. They made it a point, before harvesting ballots, to make sure the voter was registered. That was the first step in the steal. And they arranged to register everyone. Then, all they needed to do was tell them how to vote, mark the ballot and deliver it to the mailbox.

Indeed, although we can't know for sure how well maintained any state's registration list is.

If the feds wanted to play usefully, they might require states to undergo an review and certification of their registration procedures every so many years to be sure states are not being sloppy. It seems to me that the feds have a legitimate interest in that. Texas doesn't, but the federal government may. For all I know, they may already have such a process or at least some informal communication among states re best practices.
