That's true, and it does mitigate the issue somewhat and make it less important.

Again, there is no reason at all to have this law. It is bureaucracy without a purpose other than to provide jobs for bureaucrats. Never an okay thing.

Too fast; how about $8.00 for more than 25 employees and $7.50 for fewer than 25 now, $9.00 and $8 next year, and then $1/year until '28 and '29, respectively?
