ADS-B, long available, is only activated if the airline chooses to pay the $15 per flight fee.

Malaysian Air chose not to pay for ADS-B so their missing flight was not tracked apart from routine brief periodic pings which are free. These few check-ins were the only way the flight was tracked.

For $15 Malaysian Air would have known the exact location of where their aircraft went down. But satellite communications are not free.
