for we in HK have the CoVid virus spread more rather then less under at least temporary control, single mask, fairly reasonable social-distancing at least relative to elsewhere, so far, at great economic cost, justified or not, but cannot see what double-masking might do relative to single-masking, except at twice the cost of consumables

a lot more they can do and not even have to be inventive. Just copy the Japanese and buy ETFs, or do what the HK government did, buy all index shares offered for sale, at the ask, and later package into an ETF for IPO ala Asian Financial Crisis intervention
