It seems that CNBC just gave a clue as to how some of the student groups may have performed as well as they did last time around. They were makng commission-less trades.

Vice President Al Gore unveiled $770 million in technology
training initiatives in President Clinton's fiscal year 1999
budget, designed to ensure access to computer literacy for both
children and adults. As part of the Administration's education
technology program, Gore also declared areas of Los Angeles would
become "full empowerment zones" by next year, extending millions
of dollars of tax credits to hire and train inner city residents
in the use of technology.
