Everyone can visit the Verisign home page and sign up for a digital ID. There are two levels of security, one for positive ID of individuals via a lot of biographical info and the use of a random phrase PASSWORD " PIN" . At $19.95 a year looks like a cash cow to me.
These guys seem to have the markets attention and some good relationships. You can go through the sign up on a test basis without committing to the program.
