They have not gone out of their way to gain attention... a minimalist way of saying it... Many in the industry are entirely unaware of the Basel III issues... I found out about it by digging into banks dirty laundry post 2008... the derivatives black hole in Deutsch Bank... before the BIS shut down public access to the documents on their site... Was ready for it in 2009... 2011... and it didn't happen... looking back... it may be the reason the 2011 bull market ended ? Got too pricey for banks to load... so, "let's take it down instead"... short and distort... acquire... until finally ready... ? It's been a long time coming... the first effort to implement caused problems... lead to "sequential implementation"... a euphemism for "let's not all compete trying to buy gold at the same time"... how they've divided up the "market access opportunities" remains top secret...
