The variance between sunspots and flares is too great to be any use for specificity.
Think of it like looking at the heating elements in a hot oven.
You can see that they're hot, red hot, but seeing that doesn't tell you how hot in degrees.
The brighter the heating elements appear, the hotter they are.

The 10.7cm radio flux would be the "temperature" reading.
