"what if anything to make of it" Lacking criteria on boundaries, harder to judge. Also, given recent trends... # of, versus $ of... relevant in the balances between and within nations... likely has more to do with future events than the absolute #. The # and structure in the list is solid evidence of "the rules we had" working... at one level, in one metric... but, past outcomes are not a prediction of future results... so expect changed outcomes... when rules change... depending on the changed utility adopted, or the degree in which "what works" is disrupted. What's with Saudi Arabia ? Is that a typo ?
