The AFIS Network Automated Transaction Management System (AFIS/NATMS)
The Pennsylvania State Police (PSP) operate a state-of-the-art Automated Fingerprint Identification System (AFIS) for the capture, storage, comparison, and identification of fingerprint images. Currently, 39 livescan devices have been operated by local law enforcement agencies throughout Pennsylvania for the capture of "inkless" print images. In other words, print images are captured by placing the finger against a glass plate (e.g., much like a photocopy glass) for image capture, thus eliminating the need for ink prints, which are often smeared or of poor quality.

While the use of livescan devices has been a major stride forward in the production of high-quality print images; until recently, these images have been output to hard copy cards and mailed to PSP Headquarters (HQ) for electronic scanning and comparison with the AFIS database. Since print cards have been mailed, timely positive fingerprint identification has not been possible. NATMS eliminates these delays by providing for the electronic transfer of print images directly from the livescan units to the central AFIS database, and returning the print comparison result (i.e., print match and accompanying state and/or federal criminal history information) to the field within two hours.

In totality, the NATMS project involves the replacement of the existing 39 livescan units in the field with 43 new units, and the installation of the NATMS network for the transport of print images.

Implementation of this project is ongoing.

Pennsylvania Automated Recipient Identification System:

Act-20 of 1995, which mandated the implementation of an Assistance Recipient Identification Program to combat welfare fraud, was passed by the Pennsylvania General Assembly and signed into law by Governor Tom Ridge. The Department of Public Welfare, in partnership with the Governor's Office of the Inspector General, will begin implementation of an automated fingerprint identification system (AFIS) during the first half of 1998. This system, referred to as the Pennsylvania Automated Recipient Identification System (PARIS), will capture digitized fingerprint, photo, and signature images of cash, food stamp, and medical assistance recipients.

The Commonwealth of Pennsylvania joins only a handful of states utilizing information technology to effectively reduce fraud and save taxpayer dollars. Conservative estimates indicate that implementation of PARIS and of the ACCESS card will save taxpayers in excess of $31 million annually.
