Only recently. It use to fluctuate in only one direction. Downward.

Small stocks that are manipulated tend to be very volatile. People do whatever it takes to get the snow ball rolling down the hill, people jump in and push it higher, then these big players wait till it hits the level they want and they slam the stock downward with sell orders. All the traders and "believers" think they get another chance to ride it back up again so they rush in when it drops some, causing a whole new cycle of swings. Slowly but surely big money unloads more shares on the up swings.

I've seen it happen dozens of times.
