You keep making this claim, but you seem unable to back it up.

The 'that' in question was reference to Trump's banana republic. A quick look via Google presents loads of pairings with Trump. The earliest one I spotted was 2/2/2017. That's just after the inauguration, for heaven's sake.

Two of the earmarks of a banana republic is hiring relatives for top posts in the government regardless of qualifications and having government entities patronize the leader's businesses.
