Or the media reported that the legislation said that? I don't know if you're saying that Biden lied or the media lied. I haven't looked at the infrastructure plan so I can't assess whether or not those would be lies if either Biden or the media said them. If Biden claimed them unjustifiably, that would probably be an aspirational or inspirational statement. If the media did so, then it could be a lie because they're not in the business of aspiring or inspiring.
