If the neck was a rigid pipe, you might have a point. But it isn't. You certainly can compress the trachea and/or the carotid arteries without direct pressure.

Nope. And even if that were true, he was following the police manual.

Why would you even consider such a crazy possibility? He was having trouble breathing long before the neck hold. He was foaming at the mouth. His lungs were 2-3 times as heavy as normal. He obviously overdosed on Fentanyl.
