We know for a fact he wasn't pressing on the front of the neck near the arteries and windpipe because we could see that his knee was on the back of the neck. But was it even applying pressure? And if it was pressing - how much?

Just because the procedure is in some police manuals, it doesn't mean the procedure is safe.
That's exactly what it means.
Lots of unsafe procedures are in police manuals. Like use of a taser.
Being tasered is more dangerous than eating a piece of French toast, but in the context of dealing with violent irrational criminals, tasers are safe and that's why they're used.
