It would not. She was no threat to Pence at the moment she was shot. Had she been brandishing a weapon, it would be an entirely different story. I don’t know what the protocols are but it isn’t a movie where a person comes in the area of the President or VP and can just be gunned down by Secret Service. Of course, Secret Service would not make a dumb mistake like that in real life.
