I would recommend paying for it out of the $100 Billion the Idiot in Chief wants to waste on "broadband". Then, I would blow up the buildings full of 1960s crap that is counterproductive in trying to run IRS. IRS is perhaps a worst case scenario, but you can look at USDA and come away with the same problems on a smaller scale. Someone has to tackle the difficult problems at some point. Yet, we're blowing money on BROADBAND? Which is about as stupid a waste of money as I can think of?
