I've often felt that fear of being seen as 'mismanaging' things has driven government to ridiculous lengths to make sure things aren't mismanaged.

Kind of like elections, where every vote must be blessed by the Pope or it's mismanagement, hence a stolen election. To avoid mismanagement we need partisans looking over the shoulder of every action. And then they complain about cost as government waste.

If you've ever sat in a single federal office watching the "workers" as you wait on your appointment, you cannot possibly believe this.
