The usage was metaphorical.

I'm trying to suggest we are at a time when some serious disruptive force should be applied and Congress needs to sit down and shut up. It is going to take a Donald Trump or Ross Perot style to solve this problem, individuals who can face the people and give them the bad news and make dramatic cuts to government.

Federal employees get on average close to 120% of private sector pay. Even though they work fewer hours on average and a 45x lower chance of firing than private sector jobs. Why is that? Why should that be?

I would say a 20% pay cut across the board would be a great start. You don't like? Go somewhere else.

One great thing about government employees is the only mission critical jobs are in the Executive, and there aren't many.

I know there are hard workers in government, I've known many, but there is no reason they should be paid higher than their counterparts in private business. Or get more time off. Or any of that.

At the same time, hire IT people who can get the job(s) done. There are tons available.

Yes, you can run government more like a business if you try.
