I read that the worst of the terror was committed against the Ukrainians
Yes, I read the same thing. Ukraine resisted Stalin’s “collectivization”. At some point, he wrote that unless the party does something about it, the Soviet Union may lose Ukraine. So, the policies against Ukraine were harsher than in most other places. Agricultural requisitions were monstrous - they simply multiplied the acreage by most optimal possible harvests - and demanded from the peasants those enormous quotas. Millions died. At the same time, they started the process of getting rid of the successful peasants, the farmers, the “kulaks”. Livestock was either killed off, or confiscated. It was all so bad it’s hard to imagine. Social engineers at their ultimate worst.
