That’s a great explanation why most of the world is poor — inability to protect citizen's rights, including the rights of investors... and excessive corruption. Things that in the US we take for granted. Or at least used to.

Mikhail Bulgakov is a great writer. “Master and Margarita” - his major opus - is wonderful. I keep re-reading it every decade or so, after details begin to fade. Enjoyed it every time.

It still puzzles people why Stalin allowed writers like Bulgakov and Pasternak to live.

Kyiv has a wild west spirit, founded by Vikings and carried on by Cossacks it hasn't changed much.

I work quite a bit with a software co which started in Kyiv about 20 years ago. Most of their staff is still there, but they moved HQ to Boston about 5-6 years ago and are incorporated in US. Developers in Kyiv are much cheaper than Silicon Valley! It appears that they started mostly in the former Soviet Union, but are now global with customers in over 100 countries. Several of the people I work with are from Ukraine, now in US. All of my business with them has been to high western standards.
