If they had to chase him and he disobeyed the order to get out of the car, it puts the officers on alert that he might be dangerous.

He was told to put his hands out the window, which precluded him from releasing his seatbelt and getting out of the vehicle. If one hand had gone back into the vehicle, he'd have been shot dead. They were a split second away from blowing his head off. The officers there were out of control and shouting conflicting orders.
