IF the person in Quebec who reported the issue inhaled a substance from the mask, there is no guarantee that it was even graphene / GO. Could easily have been particles from the ink / base.

If I was in Health Canada I would be arguing for requirements with respect to any toxic / possibly toxic particles that could be inhaled through normal use of a coated / treated mask.
