China’s initial plans for a digital currency weren’t motivated by considerations of cross-border use and it will focus on the domestic use of any such currency first, the former head of China’s central bank said.

Of course, since the likely motivating instinct is to eventually enable the total surveillance of everyone in China. Every transaction will be traceable by the State, eliminating tax evasion, money laundering, and making dissent evermore difficult. If successful, some other countries will likely go down the same path.
