I don't know how they can do it either.

To reverse split the outstanding 30 mil shares and not change the total authorized shares sounds like BS to me. This is the ultimate slap to shareholders. We have only 10% of our original number of shares and they have another 47 mil to issue at 10 times the price? Nope, not me, I'm voting no!(fwiw) I'd rather it be a pink sheet now with my original shares than a pink sheet with only 10% of my shares.This company has been by far my worst investment and at this point I really don't care if it goes to 0. I'll learn from it.
