Without subsidies, full cost of renewables is greater than 7.5 Euro cents per kwh.
Now, factor the cost to electolyse water.
Real cost of hydrogen produced through electrolysis is likely in the range of 20 Euro cents per kwh, roughly 3 times the cost of hydrogen produced from natural gas.

I suspect the writer completely ignored the electrolysis depreciation and maintenance costs.
