The dilution caused by taxation of market cap (1%, for example) of course would reduce share prices, by the percent of issuance per year, yes.

But....in every other respect the government wants higher share prices, so they have more incentive to create business friendly environment. Higher share prices = higher tax revenue for them.

Government revenues would increase with the market, thus the government and the bus8nesses and the share owners would all be aligned, get those share prices higher!
