They all lie, and many of them would be guilty of war crimes. Obama set up the operations with the Middle East and European states to create jihadist militias for wars in Libya and Syria. Since the US didn't have legal authorization to wage war in those countries, he set it up to appear the US was at arms length with those countries providing training, funding, and direct arms supply with help from the State Department and the CIA. When that operation was exposed, we saw that these countries were essentially pass-through facilities for the US to mercenaries who were waging war. After it was exposed, Obama had no choice but to sign an executive order authorizing the CIA to directly support the jihadists. Obama claimed that the Saudis offered to finance a US invasion of those countries. He said he would not be able to get the authorization from Congress and the public didn't trust the US government after Iraq. He set up a means of waging war by getting around legalities. The US exploits the 2001 AUMF by staging terrorist groups inside other countries and invoking the 911 terrorism law to authorize military intervention.
